The activities of the Rolling Stock unit are:

  • EC Verifications of trainsets, locomotives, passenger coaches and freight wagons to be operated on the trans-European rail system (TEN),
  • assessments of conformity and suitability for use of the interoperability constituents as defined in the Technical Specifications for Interoperability (TSI).

Based on the relevant EU Directives the technical requirements for rolling stock are laid downin the following TSI:

  • TSI Rolling Stock - TSI HS RST for the trans-European high-speed rail system
  • TSI Locomotives and Passenger Coaches – TSI CR LOC&PAS
  • TSI Freight Wagons – TSI CR WAG
  • TSI Noise – TSI CR NOI for the trans-European conventional rail system
  • TSI Safety in Railway Tunnels – TSI SRT
  • TSI Persons with reduced mobility – TSI PRM for both high speed and conventional rail system.

In the design- and development phase the notified body assesses the requirements of the TSI on the basis of the documents delivered by the
applicant. If these phases can be finished successfully, the notified body issues an EC certificate (e. g. a type examination certificate).

The surveillance of the production phase aims at making sure that the applicant is able to manufacture all series vehicles in conformity with the
certified type. For this purpose the quality management system of the applicant is approved and audited in accordance with the specificity of the product.

After coming into force of the high speed TSI a number of high speed trainsets have been certified successfully by EISENBAHN-CERT since 2004, e. g. the ICE 3, ICE-T (2nd series), ICE3-MF for operation between Germany and France, and the tilting train CDT 680 for Czech Railways.

Several trainsets and locomotives for the high speed system are undergoing EC certification at the moment.

EISENBAHN-CERT started certification of freight wagons immediately after coming into force of the first TSI for the conventional rail system. For a large number of different types EC certificates of conformity have been issued in the meantime.

In spite of errors and omissions in the TSI CR WAG all projects have been finished successfully.

After notification of TSI CR LOC&PAS EISENBAHN-CERT started intensive preparation for EC verification of locomotives and passenger coaches for the conventional rail system.

For interoperability constituents the Directives and TSI require separate EC conformity assessments, directly applied by the manufacturers. This allows them to issue declarations of conformity and to place the products on the European market.

We demonstrated our comprehensive know-how and competence in all fields of activity as mentioned above. Our claim to carry out EC verification promptly and effectively is always in the fore.

So we will continue this successful policy for the future EC verification procedures in close cooperation with railway undertakings, manufacturers of rolling stock and constituents and national safety authorities.
