Rolling Stock

The activities of the Rolling Stock unit are:

  • EC verification of trainsets, locomotives, passenger coaches and freight wagons to be operated on the trans-European rail system (TEN),
  • Assessments of conformity and suitability for use of the interoperability constituents as defined in the Technical Specifications for Interoperability (TSI).

Based on the relevant EU Directives the technical requirements for rolling stock are laid down in the Technical Specifications for Interoperability.

In the design and development phase EISENBAHN-CERT examines the parameters of the TSI on the basis of the documents delivered by the applicant. If these phases can be finished successfully, EISENBAHN-CERT issues an EC certificate (e.g, a EC-type examination certificate).

The surveillance of the production phase aims at making sure that the applicant is able to manufacture all series vehicles and constituents in conformity with the certified type. For this purpose the quality management system of the applicant is approved and audited in accordance with the specificty of the product.

Since the entry into force of the TSI, EISENBAHN-CERT has successfully completed the EC verification procedures for a large number of modern vehicles and components. In recent years, the various variants of the electric locomotive family Vectron X4 from SIEMENS have been awarded the EC certificate by EISENBAHN-CERT. Currently, this locomotive family is also being certified according to the current TSI LOC&PAS 2014 at the request of the manufacturer. In addition, several diesel and electric multiple units of the manufacturer ALSTOM are undergoing EC testing according to TSI LOC&PAS 2014, including the modern innovative railcar iLINT, a light, two-part multiple unit with hydrogen fuel cell and two powered and two non-powered bogies. The hydrogen system essentially consists of two systems (hydrogen storage system and fuel cell system). In the hydrogen storage system, the hydrogen is stored at a nominal pressure of 350 bar and then made available to the fuel cell system. The propulsion system consists of two drive units (electric traction motors) arranged below ground, each of which drives the two wheel sets of a driven bogie.

In addition, further multiple units, traction units, passenger and freight cars are undergoing EC testing at EISENBAHN-CERT.

EC certificates of conformity have been issued for many different types. Despite initial difficulties due to errors and fuzziness of the TSI, all projects were successfully completed.

For interoperability constituents the Directives and TSI require separate EC conformity assessments carried out by notified bodies on request of the manufacturers. This allows them to issue declarations of conformity and to place the products on the European market.

EISENBAHN-CERT demonstrated comprehensive know how and competence in all fields of activity as mentioned above. The claim to carry out EC verification promptly and effectively is always in the foreground.

So EISENBAHN-CERT will continue this successful policy for the future EC verification procedures in close cooperation with railway undertakings, manufacturers of rolling stock and constituents, associated partners and national safety authorities.
