The European Union Agency for Railways was set up through the regulation (EC) No 881/2004 to help create this integrated railway area by reinforcing safety and interoperability.

With regulation (EU) 2016/796 of the European Parliament and of the Council of 11 May 2016 on the European Union Agency for Railways the previous regulation (EC) No 881/2004 has been repealed.

The Agency also acts as the system authority for the European Rail Traffic Management System (ERTMS) project, which has been set up to create unique signalling standards throughout Europe.
