Coordination Group of Notified Bodies (NB-RAIL)

The legal basis for the establishment and the core tasks of the Coordination Group NB-RAIL are laid down in the Directive (EU) 2016/797.

The main tasks of NB-RAIL are:

  • Contact with the European Commission
  • Exchange of experience and information
  • Unified interpretation of the interoperability directives and conformity assessment procedures
  • Statements to Commission documents
  • Suggestions for improvements to the technical specifications (TSI), standards, etc.
  • Elaboration of "Recommendations for Use (RFU)
    A Recommendation For Use (RFU) is a document to record questions, issues or concerns of the Notified Bodies and the answers agreed by members of the Coordination Group known as NB-RAIL. An RFU is a compulsory document for all Notified Bodies of NB-RAIL. An RFU first goes through an examination stage when the proposed text is discussed and / or being drawn up and becomes finalised when the answer has been approved by NB-RAIL. Once approved by during Plenary Meeting, the RFU will be uploaded in the public area of the NB Rail CircaBC website to become a public document. Although RFU's do not require formal approval from external bodies, the regulatory committee known as the "Railway Interoperability and Safety Committee (RISC)" will be informed of the approved RFUs.

  • Elaboration of "Questions and Clarifications (QC)
    A Question & Clarification (Q&C) is a document used to record questions, issues or concerns and the agreed answers on matters that cannot be dealt with internally from within NB Rail i.e. that requires action, approval or input from external bodies. Q&C's begin at the examination stage when the issue raised or the proposed answer is under discussion and / or being drawn up. The Q&C is then submitted to the appropriate external body for response. This response is recorded on the Q&C and posted for future use. A Q&C may be turned into an Recommendation For Use (RFU) if appropriate.

  • Elaboration of "Frequently Asked Questions" (FAQ) from the practical application of the interoperability directives.
